Appealing claims from NAV, Helfo, and the Guarantee Fund for Fishermen
You can appeal the case processing and our decisions on the collection process or the payment of the claim.
Questions about claims from NAV
If you have any questions about why and how the claim that you’ve received originated, you must contact the issuing authority in question, that is, NAV, Helfo, or the Guarantee Fund for Fishermen.
If you have any questions about the actual collection process or the payment of the claim, you must contact the Collection Agency for Child Support and Overpaid Benefits in the Tax Administration.

The appeal must be in writing and contain the following:
- what you’re appealing - for example, deductions, case processing, collection, or tax set-off. Companies and organisations can only request for money to be set aside for cost-of-living expenses if the company in question is a sole proprietorship.
- an explanation of why you appeal
- what your objective is with the appeal - for example, stopping deductions
- signature (physical or electronic)
- relevant documentation
Collection will continue until the appeal is processed
Please note that your appeal will not normally stop the collection of the claim.
